tire is on the balancer. find the heavy and light spot. Add putty to the light spot. Then what ? Keep adding or removing putty til:
1. The tire keeps spinning in one direction only and never pendulams back the opposite way.
2. The light spot ends at the 3 or 9 o'clock position.
3. The light spot ends in random spots throughout the whole wheel.

So is it 1, 2 ,or 3?
